Topic : Applying TOGAF in the Public Sector

Synopsis:

The variety of frameworks and methods used by government departments to develop ICT plans led to an inconsistency of plans across government and agencies. To address this inconsistency, the Government Information Technology Officers Council (GITOC) Standing Committee on Architecture (SCARC) developed the South African Government Wide Enterprise Architecture (GWEA) Framework in 2009 as a minimum standard to be used across all government departments and agencies.

The GWEA framework is derived from TOGAF 9 and prescribes a method and defines the minimum components of an ICT plan. The framework did not provide sufficient guidance on how to implement it in Government. In order to rectify this, an implementation guide was introduced in 2010. The guide proposes principles and models, and goes a long way to assist departments in developing comprehensive architectures and strategic plans.

Both the GWEA framework and TOGAF 9 have aged, and more modern expressions of business and the ICT landscape are needed to support Government in defining imperatives  such as; customer service and experience requirements, digitalised processes and a digital architecture. Our presentation will explore an example of the models that are helping Government to understand their citizen requirements, and are enabling a digital view of the future.

 

Biography:

Anneke Thorburn heads up the Business Consulting business unit within BCX and is responsible for areas such as: Business Analysis, Business Process Management, Business Architecture, IT Strategy & Governance, IT Service Management, Enterprise Architecture, Business Continuity Management and Organizational Change Management.

Anneke is a Business Consultant with profound experience in the structural design of business specific processes.  Her process experience started with a move from system development into business analysis, business process mapping and then into business consulting. Anneke was the head of the BCX Business Advisory Services consulting team since April 2016 and now heads up the BCX Business Consulting team since May 2018.

She has more than 30 years’ experience, and a multitude of skills.  Specific areas of expertise include, Business Process Management, Business Architecture, Business Continuity Management, Process improvement (organizational, departmental, system, product), Business Process Modelling Notation (BPMN), Project Management, Organizational Change Management, Stakeholder Engagement, Requirements Elicitation, Requirements Specification (Business & Functional), Continuous Improvement, Facilitation, Requirement Elicitation, Data Modelling, Business Case Development and Customer Journey Mapping (CX/UX/PX). She is also experienced in assessments and implementation of the compliance to the POPIA Act.
